(1) The local body may consider any or all of the following while determining the basis of eligibility of the proposer to participate in the procurement of consulting services:-
(a) If the proposer is an individual, his/her necessary institutional work experience if it is a firm or organization,
(b) requisite educational qualification and requisite experience of work of a similar nature of the principal key personnel of the offeror. (c) Method of execution of work, procedures, responsiveness to field conditions, transfer of technology and time schedule,
(d) details of the management capacity of the offeror,
(e) Details revealing the financial capacity of the offeror,
(f) Participation of indigenous manpower if proposals are requested from the international level,
(G) Other matters as mentioned in the bid document.
(2) According to this rule, when requesting documents to prove the technical capability of the proposer, the local body may request any or all of the following documents according to the nature of the proposed consultancy service:-
(a) During the last three years, the public or private organizations that have provided consulting services of a similar nature to the proposed consulting services, details of the amount and date of opening,
(b) details of the qualifications of key personnel proposed to carry out the proposed work,
(c) Details of his managerial staff and annual manpower for the last three years,
(d) Part of the proposed consultancy services to be provided by way of sub-contractor.
